Power kite, aka traction kite: The aim is to acheive the maxium power output while maintaining the kite's position as far forward in the power window through absolute kite control. Quite little regard is given to safety in this sport compared to the others
Gliding: I cant speak from experience but I'll hazzard a guess that the aim is maximise lift and forward speed with strong focus on avoiding foil collapses through solid (but not over sensitive) foil control
Parachute: I have partial experience here, the obvious aim is to have 100% reliability in chute deployment and functionality. Buzzing around the heavens has to be balanced with simplicity of packing and reliability of deployment.
I guess a very grand generalisation would put the difference in the control versus safety match. Traction kites maximise the kiter's control, paragliding combine control and safety, parachutes focus on avoiding the ground breaking your fall which has been known to be quite painful at 120mph.
May I make an assumption that you may be considering using a foil desinged for one application in an arena it wasnt originally designed for? (o;
