I have good news for you. "Rakevet Israel" gave up its restriction:
from now on (and this is official!) a folding bicycle is allowed on
the train - provided it is folded and covered. And for those who were
contemplating a Brompton - the "Bisicletta" shop, located at Ibn
Gvirol 173, Tel-Aviv, will be servicing them shortly.
