I thought the park only closed 3 times for the three events in the summer, and occasionally in the fall for when they run people cross country.
I have schooled on black powder days, as long as you stay away from the original warm-up area from the Pan Am games and your horse was fine with gunfire you were good.
However, there are dozens of people who trail ride on the course and never pay a dime so why bother with a yearly schooling fee.

I heard several members last year saying they could never get in for
schooling at the horse park in the summer and fall. This may be an
exaggeration, but that if that is the impression they are left with,
that isn't a good one. They would call and be told it was closed for
various reasons. Since these were people that did call ahead and would
pay fees, revenue was lost.
Although safety is important, the park needs to realize that more than
one group can use the XC park safely in many situations. If they
constantly turn people away, they will lose fees. I for one wouldn't
want to sign up for a yearly fee if I felt I could only get onto the
course to school or hack on the fifth sunday of the thirteenth month.
I know, this is an exaggeration, but you get the point.
