Williams, Wandy, and Sampson is what's up. Other than the Nationals, that might be the shakiest 3-4-5 in baseball. 64 starts from Oswalt & Jennings should net us 40 wins (64 * 0.625 win percentage) then 98 starts from the others should net us another 40 wins (98 * roughly 0.40 win percentage). That gives us right at 80 wins.
Of course, if Roger comes back in June and makes 22 starts for us in place of that 5th starter, that should add an extra 6 wins or so to give us the 85-86 that Bill predicts.
Hopefully, Sampson, Albers, Nieve, or Patton will surprise and win 12-14 games for us.

I heard on the radio that Vegas has the Astros at something like 76.5 wins as an over/under.
What's up?

However, I think a case can be made that a reasonable amount of parity has been achieved, especially in the National League Central Division. Once a team makes the playoffs, anything can happen as the Cardinals showed last year.
