Could it be "Carl Voss" may have actually been John Voss (goalie)?
Also, regarding Connie Forey: I seem to remember he was suspended by thr WHL in
the early '70's for punching a referee while playing as a St. Louis Blues
farmhand with the Denver Spurs. I wonder if Forey's roster listing coincided
with his WHL suspension?

Carl Voss in the WHL? He would have been in his 70s.

I had kept a short list of players called up, or otherwise listed on game
rosters, but who never actually got credit for appearing in a game (in
the WHA). In some cases the league records would show the player's name
on the team sheet with 0 games played.
Here are some names: Randy Andreachuk (Winnipeg, 73-74), Keith LeLievre
(Chicago, 72-73), Kelly Secord (SD, 76-77), Richard Szabo (Phx, 76-77, I
think), Carl Voss (forget team/year)...
Then there's Jacques Demers listing himself as a player for Quebec in
1979 to bring the team to the required minimum number of players. In a
parallel universe I read that he scored 4 goals and had 3 fights in the
game.
Some sources gave credit to two players playing 1 game each in the 1976
playoffs: Andy Stoesz for Winnipeg and Peter Devlin (or Devline) for New
England, but other sources had them at 0 gp or not listed at all.
Ron Pronchuk was credited with 1 GP for Quebec in 1976-77 in an opposing
team's media guide, but Quebec's guide itself never listed him, although
he was on their extended roster.
Doug, you directed me to the peculiar case of Connie Forey with Chicago
back in 1974. I was able to find the newspaper article that mentioned him
skating some shifts, and a copy of the actual scoresheet which had him
listed (as #24).
The list above is by no means complete, but it is interesting. I wouldn't
be at all surprised if there were another player or two who played but
never got credit, given the sometimes lax method of keeping stats back
then.
