Having looked at this I would hazard a guess that it is a device that was made
up as one off by an enthusiast. Many years ago I had an RAF technician who was
into road rallying and he used make up devices like this because we couldn't
afford the professional versions(Halda). I think the clue is in the description.
I may be wrong, but I don't think I am.

Not quite a one-off is my guess. The article says "several competitors" and mentions the Delaware Valley. I'd guess that whoever designed this made a few for...
