Thoughts - the ankle soreness will be as a result of a lateral / posterior compression strain. The first problem is that particular area will remain sensitive to stress for some time so a second smaller 'crunch' on it will cause a repeat flare up. It then takes even less to stir it up a third time etc.
 
While this is often from turning the foot out of line at plant it can also occur in an 'inline' plant if there is deceleration into the plant. Poor hip control and knee flexion can also contribute to instability in the ankle.
 
Spike length should have nothing to do with the problem - unless they didn't grip and the foot slid but then that goes back to poor technique as above.
 
When I looked at some video of you a few years ago you did lose speed noticeably into plant have a slow swing side and go early to the bar. (tendency to crunch!!) I don't know if that is still the case. It would be useful to examine your particular technique and what happened on that day in particular if you have any video - for example how much do you check particularly on the set-up stride. Are you still working with your Russian coach?
 
All the rehab stuff you mention is good standard stuff. The following may also help
Rehab ideas - start standing then move to slow walking in bare feet trying to keep the arch clear of the floor - it should assist you in maintaining a neutral foot position
Progress to a drop and freeze exercise - hold landing position for at least 3 seconds then do on a mini trampoline
 
Not only will this help strengthen the ankle but also the glutes.
 
Ultrasound/interferential therapy will certainly help and depending on the particular problem maybe some cross friction (check with a therapist on that point though)

1.) does anyone know any other good ankle strengthening exercises I've done the balancing on the foam, the ankle alphabet and theraband etc.
 
I tweaked my ankle at a meet about a month ago took an entire month of jumping off  then on my first jump at a meet again this weekend jammed it again, the pain is in the outside of the ankle right under the ankle bone in that area.
 
Anyone have any other strengthening or rehab ideas?
 
Also it was wet at the meet this weekend so I used 1/2 inch spike length which I have used in the past for poor weather and not had issues but i'm wondering if that length of spike helped contribute to the problem.
 
I'm open to any advice people have for gettingthe ankle read in two weeks, unfortunately usas is in two weeks so I don't have much time.
 
I can run on it fine jump straight up etc, but its when I plant and that plant leg is leaned away from the bar that there is pain.
