All other roads are City and County roads (unless they are private roads.

I DO get mad about the potholes when they are constantly showing up in
the same place because that shows the underlying road bed needs to be
redone. Take for example the Pali in Nuuanu - the right lane in both
directions is terrible and it takes only a few months after
re-surfacing for it to get that way. Why? Because the cheap bastards
didn't put in a new road bed when they made it into a six lane highway
by re-striping the shoulder as a traffic lane (and depriving us of a
place to ride our bikes out of traffic I might add). That shoulder
was never designed to handle a daily flow of hundreds of buses and
trucks and they should have put in a new roadbed for the shoulder when
they made it six lanes. I've complained to them about this probably a
1,000 times but they don't do a damn thing.

There is simply no excuse for the same potholes re-appearing every
time it rains. Keep records of where they occur, prioritize them and
start fixing the underlying roadbed instead of merely filling in the
potholes.
