I believe the color of the rubber on the bat may be the same on both
sides, or may be different colors, so long as no rubber is white,
orange or yellow which may make it harder to see the ball. The
important thing is the rubber must be the same brand and type on both
sides of the bat, so that flipping the bat doesn't make any
difference in the playing qualities of the rubber that is hitting the
ball. There is a difference in the National Open tournament, which
requires red and black rubber according to ITTF rules. This makes no
sense because a legal hardbat has the same kind of rubber on both
sides, so regardless of color or bat flipping, you are getting the
same kind of spin and speed from both sides of the bat. Marty
Reisman was challenged on the red/black ITTF rule in the last
National Open, because his bat was blue and red. After some
arguements the officials ruled he could play with the bat, because it
did not cause any confusion for his opponent. This was born out when
his opponent won the match rather easily.
