Steve,
Is this a USA Cycling event. If so contact the USHF United States Handcycling
federation. There are some rules as to entry in USACycling for adaptive riders
in the race. Minimun number of Adaptive Rriders and other items. If this is
not a bicycle "race" and you just want to ride, Just do it*! Many people ride
as Bandits on many rides. I have ridden "Ride the Rockies" and as many as 400 a
day ride that are not members of the tour which is limited to 2000 riders. The
same happens on most of the fund raising tours here. Many bandits go in groups
an provide their own sag support.
*I would however suggest if this is an orginzed ride, as an adaptive rider, I
always pay my fees and take full advantage of the services. I feel much safer
and if I have any issues there is always someone there to help me out, although
I have never seen any one refused medical help.
Good luck in which ever event you are planning to attend.

They don't make it easy....looks like
it's by mail or "day-of" only.
