It's the same old song, since Alexander Hamilton. The unwashed
masses of working stiffs can't be trusted to govern themselves. We
aren't bright enough or well-enough educated. At bedrock, from the
beginning, Republican philosophy has been geared to preserving the
machinery of government for the upper class, and the political
history of the country is the struggle between restricting
governmental power to the hands of the few as opposed to diffusing it
among the many.
The current administration is hell-bent on pulling all authority into
the White House, and Congress has by and large slept on its rights
and responsibilities. Now the incumbents are feeling the pinch
because they slept with the dogs and the fleas are biting them.
Interesting point that might bear confirmation - a financial
counselor told me the other day that going back ten presidents,
investments perform measurably better under Democratic
administrations than under Republican administrations. This is
counter-intuitive but interesting.
