Good points all of you... I see both Zips and the league's points of
view... the decision is not easy. But...

One thing that no one has mentioned yet is OLD CHICAGOS. Both weeks,
B11 has had doubleheaders, and OCs made the windy doubleheader
situation easier to deal with. It gave us a chance to get out of the
wind and "bond" as at team (and get cheap food and beer).
Week 1 - after cancelling the first game, we went to OCs. At noon, we
went back to the fields and played a pick-up game in the wind for over
an hour (the wind died down a little) and then went back to OCs.
Week 2 - we had 13 players show up despite the wind and played against
Zip's team for over an hour, and then went to OCs.

So my suggestion for questionable weather doubleheaders:
Show up, cancel game if necessary and go to OCs, then check on second
game.
