I've got a compact long wheelbase (CLWB) bike, with over the seat
steering. My girlfriend who hasn't ridden a bike in years loves to ride
it:

These have an internal rear hub, so there's no front derailleur and you
can shift without pedalling. Other than that, all the rest of the
components are standard bike and I don't think there's anything real
specific about them.. If you're around the west side of Cleveland, you
can go for a ride on ours.

You can bike these up from eBay for around $400 on any given day.

There are so many different things out there you have
to try them out. I have a Vision, shortwheel base,
under seat steering. I love it. I've had it for 5 years.
My girlfriend likes the long wheel base better. Thinks it's
more comfortable and upright handlebars.
My bike mechanic hates my vision, because they
used road shifters and mountain bike brakes.
The brakes are really close and the wheel has to
be very true.
Go somewhere that you can try different configurations.

It also depends on what kind of riding you do.
I'd be glad to talk to you if you are interested.
I live south of Youngstown, if you are any where near here you can
try mine.
