Mike,
I rode a portion of the Bonifay route last summer. I'm pretty sure
the road surface was *melted* to a smooth consistency. It should be
cooler in March, but from what I saw the road surfaces were nice. I
encountered no chip seal on the portion that I rode.
The roads were relatively flat north of Bonifay, even by Augusta
standards. However, the hills were rolling south of Bonifay. Not
high or steep, just constant - you're either going up or down. It
became kind of grueling after a while. We had a 20 mph headwind at
that point, so I might be remembering it to be a little worse than
it really was.
I did this as part of a vacation where a few guys and I rode from
the Atlanta airport to Panama City Beach. To plan that route, I
contacted Joe Arnold - the host of the NW Florida brevets. He
actually planned the whole Florida leg for us. He was extremely
helpful, as you may have come to expect from fellow randonneurs.

noticed that he doesn't have his email posted prominently any more,
probably due to spam (or people bugging him about their vacation
plans?). The non-spammable version of his email address is

address, maybe someone on the group can help with the current
version.
He can probably offer advice on tire size, etc. For me, I deflate my
23's to 90 psi and it makes all the difference in the world, while
still being somewhat pinch-flat resistant.
