Irongirl 2008 was my first tri and I had a similar dilemma.  I ended up wearing tri shorts and a tanktop style tri top (pullover, no zipper) with a built in sports bra.  It had enough support, but just barely.  I would certainly have wanted an additional sports bra underneath if I were any bigger up top, and even at my size I considered it and may want one underneath for future races.  For comparison, I'm about a 34C (smallish C, though).  
Since I wasn't sure what I was supposed to wear, I asked at the store where I bought my top, and the guy who I asked (after we both stopped being embarrassed!) told me that some women wear the top alone and others wear another sports bra underneath.  Just make sure you get a quick-dry sports bra since you'll wear it for the swim too.
