4 February Level 1 & 2 classes will run roughly 9am to 5pm. 
5 February Level 2 class will run roughly 10am to 2pm [so everyone can watch 
that other game where the refs blow the whistle just because a man has been 
tackled]. 
 
ADDED: Introducing Officiating will be held on 4 February at 9am. 
ADDED: Officiating Non-Contact Rugby will be held on 4 February, imeediately 
following [should be done by lunchtime on Saturday] 
 
Referee Level 1 (along with Touch Judge Level 1) will be held 
on 4 February [one day]. THIS IS REQUIRED FOR ANYONE REFREEING CONTACT 
RUGBY. 
Referee Level 2 (along with Tough Judge Levels 2 & 3) will be 
held on 4 & 5 February [1.5 days] THIS IS REQUIRED FOR C1 REFEREES AND 
ANYONE HOPING TO BECOME ONE. 
 
Certification at Level 1 is REQUIRED for anyone refereeing 
assigned rugby matches in the USA [THIS INCLUDES CONTACT U19 MATCHES]. 
Referee Level 1 and TJ Level 1 are prerequisites for taking the Level 2 
courses. It is not possible to take both Referee courses in the same 
weekend. 
 
All sessions on 4 February will be at Loyola University, 
Timonium, MD (just north of Baltimore). 
The 5 February session of Referee Level 2 will be at Loyola 
University's campus in Baltimore. 
Directions will be provided to all registrants. 
 
Costs: 
Introducing Officiating = $25* 
Officiating Non-Contact Rugby = free 
Referee 1 ($75) + TJ 1 ($20) = $95* 
Referee 2 ($100) + TJ 2/3 ($30) = $130* 
*Any member of the Potomac Society of Rugby Football Referees 
who has already refereed two assigned, billable games, will 
have their fees covered by the Society. Anyone who referees 
two assigned, billable games for the Potomac Society after 
taking the course(s) will have all of their course fees and 
Referee and Law fees reimbursed. Anyone who referees two non-contact games 
will have their fees reimbursed for Introducing Officiating. 
 
The courses are sponsored by the Potomac Society of Rugby 
Football Referees and are open to all CIPP'ed members of the 
rugby community. However, all fees go to USA Rugby. CIPP may 
be paid online at register.usarugby.org. Anyone wishing to be certified 
(that means taking the Level 1 test) 
must also pay the Referee & Law fee of $25. The Society pays 
this fee annually for all of its members. Anyone else may pay 
it online at register.usarugby.org. R&L fee is not required of those just 
taking 
Introducing Officiating and overseeing non-contact matches.

Anyone interested in refereeing Under-19 (high school) games 
in the Spring, please contact Kevin Fraser, 
kevin@..., and plan on attending a meeting in 
Laurel on Wednesday, 8 February, in Laurel, MD. 
 
Introducing Refereeing is a brief course for those ready to start 
officiating. 
For those not planning to take the Level 1 course, but who will be covering 
non-contact rugby, this is a good start. It may be taken by anyone with 
interest 
in the game and just prior to taking the Level 1 Course. (Those with 
extensive rugby experience need not take it prior to Level 1.) 
 
The Referee Level 1 Course is the basic referees course. It 
covers the referee's priorities, provides an introduction to 
the Laws of the game, examines scrums, rucks, mauls, tackles, 
line-outs, offsides and advantage with focus on the critical 
aspects of the game and how to referee them. The course does 
not go through the Laws page by page. That is left for the 
student to do with the take home test. 
 
The Referee Level 2 Course is a more advance officiating course for 
those aiming for the C1 level and higher, who will be doing faster, 
difficult games. However, it is open to anyone who has taken and 
passed Level 1.
