I got this from 1 of my fellow members of the Alexandria Youth Sports
Advisory Board. Apparently, there are some VA homeowners who choose to
live near athletic fields but now want the power to reduce and control
the number of hrs others can enjoy these fields. If a field your club
uses is near someone's house, that person could prevent your club from
getting an early start on wkends (youth rugby and tournaments), training
in the evening and playing anytime Sun if this bill passes. Thanks, and
let's make sure this bill fails before our limited field access gets
even worse than it is already.

55-553 A.

No person owning or operating an athletic field shall operate or allow
to be operated on such field any event

(i) before the hour of eight o'clock in the morining,
(ii) after the hour of six o'clock in the evening, or
(iii) on Sunday without the unanimous written consent of the affeccted
homeowners
