These are PAID registrants only. You were not counted until you fully paid your fees. The "likely" number probably exceeds 10,000 if all the non-paid members of group sports teams (such as softball, volleyball, basketball, etc.) were also included.
The current pricing promotions for both the Outgames and Gay Games are not so much games as they are smart business and marketing strategies. Early commitment has value to both event promoters and thus it is rewarded with a price discount. It's not all that different from pricing strategies and pricing wars of airline tickets for example. Timing, supply, demand, and competitor actions all determine what people are willing to offer and pay.
