And while I've not gotten a final answer about SNQ for individiuals
the BayCup website shows:

Mar 15, 2008 Div Req Div II/III/Vet Jr/Sr SNQ YourDiv

Mar 16, 2008 Div Req Div II/III/Vet Jr/Sr SNQ YourDiv

Veterans who have fenced in a NAC I believe qualify automatically.
All people wanting to compete in Div II or Div III will have to
compete and qualify. Also you have to be 13 years or older for
DivII/III. For anyone who is not there are youth events which are
limited in how old you can be. The NorCal website does not give more
information about the qualifiers. For those who are not familiar
with the system. Division III is open to any one with a "D" or lower
classification (i.e. unrated) Sharon, Elizabeth. Division II is open
to anyone with a "C" or lower classification. So unrated people will
have two events they can compete for and in. Note that the number of
people who qualify is 25% of those competing.
#of competitors = # who can qualify
1 = 1
2 = 2
3-12 = 3
13-16 = 4
17-20 = 5
21-24 = 6
25-28 = 7
29-32 = 8

All of this is described in great copious detail in the Athlete
Handbook which you can download from the USFA website.
