Dear Campaigner
 
In 2005 Warrington Cycle Campaign hosted the Autumn CTC/CCN* Cycle Conference and called it "Streets Ahead".
 
3 years later Warrington Cycle Campaign are once again hosting the conference in conjunction with 20's Plenty For Us.
 
Several of the key presentations then were on lower speeds and the need for road danger reduction.
 
And now after just 36 months we find that what we called for then is no longer being laughed at but is under serious consideration throughout the country.
 
In fact local authorities with a total of 480,900 people now have either implemented, or are committed to implementing default 20 mph speed limits in all residential roads (Portsmouth, Oxford and Norwich). That is 1/2 a million people who now live in comunities where it is offically recognised that "20 is Plenty" where people live. There are many millions living in towns where this is being considered. This is not only a great achievement for local campaigners and politicians, but also a sign that there are real changes happening in our street culture in Britain.
 
20 mph as the default for residential roads is no longer being talked about as a pipedream, but the inevitable consequence as communities recognise that the balance on our roads has shifted too far towards the motor vehicle and that streets need to be reclaimed for people whatever their mode of transport.
 
The conference therefore once again takes our "streets" and their use as the theme with particular reference to the way in which campaigners across a far wider range of transport modes share common aims and objectives.
 
As a consequence we are also taking the initiative to widen the delegate invite beyond cycling and seek delegates from a wider range of campaigners who feel vulnerable on the roads.
 
The conference will provide real success stories of campaigners achieving speed reduction in their towns. It also looks at the issue of "strict liability" and the question of who pays when things go wrong on our roads.
 
In addition we will have presentations from major vulnerable road user organisations on their campaign plans for 2009 and will be looking for feedback from delegates as to how these can be actioned in parallel at local and national level for maximum leverage.
 
Recognising the value of serious networking for local campaigners we have created an extended "Street Market" midday session with many stands, stalls, presentations and even "soapboxes" for organisations, campaign and even individuals.
 
But the most important aspect of any conference is its delegates. It was the debate, feedback, response and networking from delegates that made all our preparations worthwhile.
 
We want that to be continued in 2008 and for all delegates to leave the conference feeling empowered, more informed and inspired.
