I managed to get on ok this afternoon and vote.  The attachment from Sustrans should help.

 

The important thing is to register on the 'voting website', then await an e-mail being sent to your normal e-mail service inbox, then click on the link within this to activate your 'right to vote, then go back to the voting site (clicking on the link might do this automatically) and register your vote!

I just tried to register several times and it would not have it.
