I have learned from CTC that you are seeking information on cyclists attacked by motorists, and of  the  response by the police to a subsequent complaint.
 
I am 70 years of age, and a lifelong cyclist.   In addition I have driven a car for c50years.  I am also Vice Chair of CTC Cymru, the Welsh region of CTC, and a campaigner for cycling. 
 
I live in the North Wales Police Area.   The Chief Constable, Richard Brunstrom, is I believe, Chair of the ACPO  Road Traffic Committee.  Some months ago we appeared together on the same platform for a BBC Radio 4 TODAY panel discussion on traffic
 
Recently a motorist drove deliberately within inches of my elbow, and clipped the back of my head with his hand in passing.  I was perfectly placed on the righthand side of the road for a series of right turns in a one way system circling the centre of Rhyl.  Traffic was light, and there was no logical reason for the motorist to target me other than to have a bit of fun at my expense.  A less experienced cyclist could have lost control of his machine and had a serious accident.  (I have never before remotely experienced anything similar).
 
Turning the next bend I saw the car at traffic lights at red.  Always carrying a camera, I took a digital pic of the rear number plate and went immediately to the police station nearby.  An arrangement was made to make a statement the following morning.
 
Despite there being no damage, injury, or witness, the police officer pursued the complaint to South Wales, notifying me of progress on several occasions.  The driver was interviewed, and a file submitted to the Crown Prosecution Service.   The PC subsequently reported to me (with some regret), that the CPS had advised against prosecution. I believe steps were taken to issue a warning (not caution).
 
The response of the police officer concerned was in my opinion entirely satisfactory. It may have helped that the officer was aware of the relatively high profile I have locally on road safety issues, in addition to 30 years experience of the criminal justice system as a Probation Officer.
