He argued forcefully for "bicycle bill" S.B. 299 and including "bikes-on-trains at peak hours" language in a transportation funding bill and broader goals such as smart growth and locally grown food.
State Rep Kehoe strongly urged the bicycle community to contact 4 key legislators + Governor Rell to request passage of a transportation bill, which includes "bikes-on-trains-at-peak-hours" language.
Ask the Governor & legislators that the State of Connecticut officially exercise the option to buy the 80 additional cars immediately.
here's the adjusted net seat gain formula: (80 M-8 cars + 300 M-8 cars + CSR rehab) - seat loss for bike parking space = 30 percent increase in seats for New Haven Line
communicate that message separately to Metro-North Railroad (MNR) President, Peter Cannito at <cannito@...>
read carefully:
today I learned that bar cars account for a loss of 92 (out of 120) seats per car and there are currently 10 cars. that = a loss of 920 seats. i also learned that the new M-8 bar cars are still in design. the M-8 bar cars will account for a loss of a minimum of 72 (depending on whether or not they install 28 seats or less) and 10 to 12 maybe ordered accounting for a total loss based on a 12 bar car order of no less than 864 seats.
to put that in perspective, we are asking for space equivalent to 600 seats for a 300 (= 30,000 seat) M-8 car order. with regard to the "CSR" (Critical Systems Replacement rehabbed M-2's), we're seeking Caltrain-style bike cars. out of 132 train cars now committed for the program we're seeking a conversion of 12 train cars to bike cars with a space equivalent to approximately 40 seats (leaving 80 seats intact) per bike car. that's = to converting 480 seats to bike parking space out of a 15,840 seat total in CSR M-2 rehab program.

I would suggest emailing Gov. Rell and ccing the key legislators. The only person with the clout to change the car configuration at this juncture is the governor.
Also, call me ignorant (I am as to how the trains work) but why can't they refit and add one of the old cars to rush hour trains for use exclusively for bikes? I'm sure there's a logical reason why this is impossible but what is it?

Re: retrfitting old cars as bike cars: my thinking exactly. I conveyed this idea to Peter Cannito and company at the MTA meeting in New York and reiterated it to Richard Stowe yesterday. Richard did say that many cars are going through CSR, which as I recall, means critical service replacement, and being kept on the rails. So why can't we simply dedicate some for use as bike storage cars?

Well -- can anyone explain why we can't retrofit some old cars for bike use? If it's impractical or impossible, we can take it off the table and come up with other ideas. If it's doable, than we can keep pushing it as a possible solution.

The exciting thing about retrofitting cars into bike cars is that I've noticed a stronger bike culture emanate out of those cars than the cars, such as the Metrolink cars, where 4 or so bicycles are parked.
The advantage of taking of taking 4 seats every other car (to park 4 or so bicycles vertically) is that dwell times wouldn't be affected at all.
On Caltrain cars dwell times at stops were at times slightly longer, but much of that was due to cyclists climbing up & down steep steps (we fortunately have high-level platforms) and that cyclists had to go through two sets of doors (not one like we do on MNR cars.) Another disadvantage of Caltrain cars is that there was only one door to ingress & egress the train. There were also fewer commuters on Caltrain than Metro-North; so MNR trains have longer dwell times due to unloading and loading commuters.
In a MNR bike train, we can split the bike parking (with seats in between) so that bikes can ingress & egress through both doors quickly.
Attended the ECC meeting this evening. Met Michael Piscatelli - Director of Transportation, Traffic & Parking Development. At the meeting he said that a letter he would draft a letter in support of bike parking on M-8 trains on behalf of Mayor DeStefano, which will be sent to MNR President Peter Cannito and Governor Rell.
Richard, Thanks for explaining all of that. I guess I just missed the references to retrofitting because I only remember hearing requests related to adding bike facilities to the new cars. It makes so much sense to do both. Linda

Update on Bill 299 -
the great news is that it passed through Appropriations Committee very
easily with the amendments that we all agreed on - basically, lost the
section on requirements for inclusion on highways and kept the 3 foot
rule. The Share the Road section was amended to be done
"within current appropriations." CCBA could come up with
some low cost ideas to help.
So now what? The
legislative session ends May 7th and there are a few steps
remaining. So ... the message to send at this point is to ask all
of our legislators, especially Senate and House leaders, to keep this
bill moving quickly and call it for a vote ASAP. Just keep calling
and emailing. There was a wonderful editorial in today's Hartford
Courant - if you're emailing, it would be great to attach and reference
this editorial. The editorial notes some financial concerns and
suggests removing a section - let your legislators know that this section
has been removed in the amended version.
