it's possible they were confusing or clumping CM in the same basket as
Reclaim the Streets... I've seen plenty of improvised (read ineffective)
barriers at RTS' over the years.
as for the drivers claim being recorded by police. they have to record each
sides "claims" but as to whether or not they believe one side or another is
a separate matter...
