Travel East on #198 to the 1st Traffic light(About 1/2 mile)to Van Dusen Rd.

Our Last Chance to Cut Funding for the ICC
HB 1471 Intercounty Connector - Elimination of Funding. SUPPORT. WE JUST LEARNED THAT THIS BILL WILL BE VOTED ON BY THE APPROPRIATIONS COMMITTEE, SATURDAY, MARCH 22nd. ACT NOW!
For those of you who do not know, the Intercounty Connector is a highway project that would mostly be located in Montgomery County, with sections in Prince Georges County. Its objective is to lessen traffic on the D.C. beltway and I-95. It would cost nearly 3 Billion dollars to build all 18 miles of it.
Why do we think Maryland should cut funding for the ICC? I'll keep my mouth shut and let the following from a recent Sierra Club report do the talking:
As traffic and smog continue to degrade quality of life for millions of Americans, visionary communities are turning to alternative transportation choices, such as modern commuter trains, clean bus lines, vanpools, bike paths and safe sidewalks to improve quality of life. By focusing on moving people rather than autos, these communities are pulling commuters out of traffic jams by giving them more choices in how they get to work.
Unfortunately, many of our public officials continue to support an unbalanced approach to transportation planning. Expensive and inefficient transportation projects that offer only a short-term solution receive the lion's share of taxpayer funding. These projects gobble up our farmland and natural open spaces, increase smog, promote poorly planned, sprawling developments, and often increase the traffic problems they are supposed to fix.i.e. the ICC.
So, what can you do? This bill is currently in the House Appropriations Committee. Below is the contact information for the members of that committee.
Call and email your delegate and tell them what YOU would spend 3 billion taxpayer dollars on. Remember - its all about PRIORITIES.

Furthermore, the administration has already put aside the necessary funding to pay for this program. This is not only exciting news, but it is symbolic for good government."

Kids biking to school - EMC says no, sooty, asthma producing diesel buses are better and a 15-20% increase in morning rush hour traffic of kids being chauffeured is better for the environment then kids on bikes.
Biking to work - EMC says Maryland's bike modal share of about half of the National average is good enough, Having a higher percentage of people who drive single occupancy vehicles is "better" for the environment.
Motor vehicle driver's at fault in a crash with a cyclist - EMC says a low 31% at fault drivers is fair, while other states investigated have a near 50:50 who's at fault. This discouraging and anti-cycling bias in Maryland is good for the environment as it gets more people out driving their SUV's and helps keep their insurance rates down.
The increase in mid-block crashes and fatalities for cyclists - EMC says nothing needs to be done about this. In 2006 Maryland had %100 of our cyclists fatalities that were mid-block (29% under 15 years of age,) 52% of all bike/car crashes happen mid-block. It used to be intersections where the most dangerous for cyclists, times have changed and we need laws to reflect that change and the lack of safe passing distance is a contributing factor in mid-block crashes.
Maryland needs to strongly encourage cycling both for the health of the environment and health of its population. Please take the time to respond.

From One Less Car: HB 667 Manslaughter by Vehicle or vessel - Criminal Negligence. SUPPORT. Increases the penalty for negligent motorists who cause the death of another person.
Unfortunately, Maryland is a great state for reckless and negligent motorists. Unless you are drunk or drugged - or actually trying to murder someone - its highly unlikely that you would ever pay more than a $500 fine for killing a person with your car.
The reason for this? Maryland applies a very high (and increasingly unusual) standard of "gross negligence" to cases where a person's reckless driving causes the death of another.
HB 667 would remedy this problem by creating the crime of "Manslaughter by Vehicle". It would give a fine and jail time to someone who causes a death as the result of the person's reckless and negligent driving. This bill would put Maryland in line with over thirty other states that have the same law.

The 2008 Maryland General Assembly session is well underway and its time for our first Legislative Alert of the year (yes, there will be more). We want to make sure that you know that One Less Car is working hard in Annapolis to ensure that smart transportation and safer streets are high on the agenda.
The following bills are supported by One Less Car and are currently being heard by the House of Delegates' Environmental Matters Committee. We are supporting other bills in other committees and you'll be learning about these in future emails.
What we want from you is simple. If you live in the district of one of the legislators on the Environmental Matters Committee (the list of delegates is below) please give them a call or send them an email telling them that you support these bills. If only one of these bills grabs your attention, then send an email on that one. But always remember to include your home address so that the legislator knows that you live in his or her district.
Remember, there are 4,000 people receiving these One Less Car email blasts. If just a very TINY fraction of you take 15-20 minutes out of your day to send an email or make a phone call we can make an enormous impact on making streets safer, bicycling easier and mass transit better in Maryland.

Bills in the House Environmental Matters Committee
HB 143 - Bicycle Safety. SUPPORT - Requires that a driver of a motor vehicle pass a bicycle at a safe distance of at least 3 feet.
HB 373 -Makes transit-oriented development a State transportation priority. SUPPORT - Ensures that commercial and residential development adjacent to transit stations is a statewide "transportation priority" and expands MTA's ability to coordinate and further these projects. This should foster more smart growth and increase transit ridership.
HB 793 - Baltimore Regional Transportation Authority Study Task Force. SUPPORT - Creates a task force to determine if a locally run transit authority - just like the ones that run transit systems in NYC, DC and Chicago - would better serve the Baltimore area than the current mass transit operators, the Maryland Transit Administration, a state executive agency.
HB 875 - Bicycle and Pedestrian access on MdTA toll facilities.SUPPORT - Removes the state's current total prohibition on bicyclists and pedestrians on Maryland Transportation Authority (MdTA) bridges and tunnels and gives the MdTA the option of allowing access. This means future and current bridges and tunnels may eventually be fitted with bike/ped facilities. The Senate version of this bill is SB 492.
HB 1160 - Maryland Quiet Vehicles and Pedestrian Safety Task Force.SUPPORT - Many hybrid cars operate almost soundlessly. This is not good for cyclists, pedestrians, and, in particular, the blind. This bill would create a task force to study the effects of vehicle sound on pedestrians and cyclists and make recommendations to the General Assembly.
HB 1416 - Intercounty Connector - Impact on Global Warming Study.SUPPORT - Prohibits further debt issuance and further expenditures on the ICC highway project until the State completes a full assessment of the greenhouse gas impacts that would result from traffic on the ICC and other local roads, from the sprawl the ICC would trigger, and from the loss of forests to the ICC and related sprawl.

Registration will start at 8:30 at the BladensburgWaterfrontPark. A few government
officials talk at about 9 am and then the rides will begin. Since the weather
will be clearing in the morning, we might take extra time with coffee, snacks
and conversation under the large pavilion before we start riding. After the
rides, there will be BBQ at noon and live music from 12:30 to 1:30. $10
registration pays for morning snacks, admission to museum visitor centers, noon
BBQ lunch, live music, and a long sleeve T-shirt. What a bargain!
Eileen Nivera of MNCPPC will lead a 10-mile ride on the Northeast Branch
Trail with stops at LakeArtemesia, the College ParkAviationMuseum,
and RiversdaleMansion. Jane and I will lead a 14-mile
tour that goes up the Northwest Branch Trail, crosses the University of Maryland
campus to the Paint Branch Trail, and returns down the Northeast Branch trail
with the same stops as the 10-mile ride. Fred Gasper of Greenbelt
will lead a 30-40 mile ride through Greenbelt,

I have a little more time today to share our CPABC Twenty Years of experience in trying to make College Park and the UofM More Bike/Ped Friendly. As you noted in our www.cpabc.org web-site we have not met with the greatest success. As you will find out there is strong resistance to allow Bike/Ped Travel the same attention auto travel gets. I am going to pass your e-mails around to the folks/elected officials on campus who have a responsibility to help you out. Encouraging folks to ride their Bikes to campus benefits evryone ,by reducing the increase in auto traffic/congestion and making for better/safer communities. State Sen. Jim Rosapepe(Lives in CP) Sec. of Trans, at MDOT John Porcari (lives in Cheverly) and has been very supportive of Bike/Ped Travel at the UofM and wants to see the Bike Rental Program started there. County Councilman Tom Dernoga(Lives in Laurel) ) and wants better BPT-(Bike/Ped Travel) County Councilman Eric Olson(Lives in CP) and strongly supports BPT. Capt. John Brandt is with the UofM Police and is the best Bike Safety Expert in the Country. resistance to allow Bike/Ped Travel the same attention auto travel gets. I

their Bikes to campus benefits evryone ,by reducing the increase in auto

Cheverly) and has been very supportive of Bike/Ped Travel at the UofM and

The Potomac Pedalers Touring Club (PPTC) has organized two bike rides
this Saturday and Sunday, October 6 & 7, in conjunction with the 17th
Annual Metropolitan Washington DC Tour of Solar Homes and Buildings
[http://www.solartour.org/]. These casual-paced bike rides will
visit up to 14 of the more than 40 solar homes and buildings that
will be on display between 11 AM and 5 PM on either date.
A free Solar Tour booklet that describes each home on the tour and is
needed to enter the homes can be downloaded from

On Saturday, bicyclists will first gather at 10:45 AM near the back
entrance of Sidwell Friends Middle School on 37th St NW, near Tilden
St NW, to tour this exceptional school building, starting at 11 AM.
Secure bike racks are conveniently located near the school
entrances. After inspecting the middle school, the bicyclists will
visit up to six private homes featuring solar and energy-efficient
technologies in the Upper Northwest, Adams Morgan, and Capitol Hill
sections of the District of Columbia. The route will mostly use low-
traffic residential streets, plus car-free roads in Rock Creek Park.
Since the group may stay an average of 20 minutes at each home, and a
lunch stop in Mt Pleasant is planned, the full 24-mile bike tour may
end as late as 5:30 PM. Participants can readily shorten their tour
by visiting fewer homes (most are clustered near the ride start) and
either cycling or taking Metrorail back to the ride start (or home).
In addition, the cue sheet for Saturday's ride is posted at

ride on their own and/or vary the sequence or number of homes
visited.
On Sunday, bicyclists will meet at 10:45 AM near the Greenbelt
Metrorail station entrance (and Parking Area 4B) to visit up to four
solar homes within the City of Greenbelt. After a lunch stop at the
Roosevelt Center, an optional 10-mile ride will reach up to three
more homes in Takoma Park (not recommended for pre-teen children).
The ride leader(s) may not return to the Greenbelt ride start from
Takoma Park, but those who park at Greenbelt and bike to Takoma Park
can either backtrack 10 miles by bike or take Metrorail for the
return leg. As with the full Saturday bike tour, the Sunday bike
tour may end after 5 PM, but the four Greenbelt homes can be visited
in an hour or two, including the 8 miles of bicycling. The cue sheet

In case you hadn't seen this in today's Gazette, a public meeting
will be held on Tuesday, July 10 from 6:30 - 7:30 at the College Park
City Hall. The notice reads "Join Prince George's County
Councilmember Eric Olson and the County's DPW & T to discuss the
proposed safety improvements for the crossing of Paint Branch Parkway
at the Trolley Trail. For further info, call Councilmember Olson's
office at 301-952-3060.
I have finally spoken to MNCPPC. The Paint Branch Trail is NOT dead.
There is a second proposal being offered which includes a bike path
along Cherry Hill rd. on BARC property. Originally it was thought
that Cherry Hill road itself would be the alternative which is not a
good alternative. We (BARC Bicyclist) are still pursuing a trail
through BARC as it is the natural flow. A few of the concerns for the
trail running through BARC are security, cost (always a factor in
trail decisions) and space constraints. There are also some concerns
that a trail directly through the research center will affect normal
work operations (traffic flow, irrigation of field plots etc.) In
addition this trail will include a spur under 495 to IKEA and the new
condos/apts in the same parking lots. So a major beltway crossing is
still very feasible, at least at this point. Charlie

right hand turn to make a u-turn, either to cross Soil Conservation Rd or make
a left onto Soil Conservation Rd in the NASA Complex. Soil Conservation Rd has
since been relocated out of the NASA Complex. I am sure Jeff will help you out.

bike accident update – looking for verification
At the bike
symposium I got a chance to talk with a lot of people and one person related
that the motorist that killed Yoram was traveling 50+ mph on a 35 mph road and
that Yoram might have been engaged in making a u-turn (supposedly he wanted to
avoid making a left turn at an intersection (which is hard for a cyclists) so
he turned right to u-turn at a safer distance from the intersection.)
The reported
excessive speed of the driver is a great concern to me, if anyone can verify
any of this detail or has contact info of someone who might be able to confirm
the info. I will note that my interest has to do with the fact that MHSO has
expressed that they are considering a bicycle safety education program and I
feel something similar to what they are doing in the UK
would be good to do here as well.

using the roadway may be harassed by some motorists who feel that in all cases

I attended the 10th Annual Maryland Bicycle and
Pedestrian Symposium on Friday, February 9, 2007. A copy of a Baltimore
Examiner article about the Symposium follows my comments below.
John D. Porcari, who has been nominated to be
Secretary of Transposition, spoke at the symposium. He was previously the
Secretary of Transportation under Governor Glendening.
Secretary Pocari stressed that there are two vital elements to change anything
in the state government: (1) A strong grass roots movement and (2) Someone in
government who can change policy. Those elements were present when the
"Bicycle and Pedestrian Access Act of 2001" was passed.
At one time, all state bicycle improvements were funded from the recreation
budget. That was changed so that funding now comes from the transportation
budget.
Secretary Pocari also stated that there most likely will have to be a state gas
tax increase next year. Bicyclists should assure that their state representatives
in Annapolis demand that part of the increase funding be dedicated to improving
bicycle conditions in Maryland in exchange for their favorable vote on the gas
tax increase.
Doug Simmons, Deputy Administrator/Chief Engineer for Planning and Engineering,
represented Neil Pedersen who could not attend. He stated that under the
Community Safety and Enhancement Program would be renamed
"Mainstreet." That program specifies a minimum of 4-foot wide
shoulders in rural areas and a minimum of 5-foot wide bike lanes in urban
areas. I do not know if the "Mainstreet" program applies only to new
construction. If the program applies to major re-construction of an existing
road, I do not know what constitutes "major re-construction."
Doug Simmons further explained that in the past the SHA could not build
sidewalks along state highways. Now the SHA may build sidewalks.
Unfortunately, by law, the SHA cannot build bike trails with highway funding
unless the trail is along a state highway.
In constructing and maintaining highways, the SHA has three main concerns: (1)
Structure; (2) Drainage; and (3) Safety. Recently, however, the SHA recognizes
that when constructing or re-constructing highways within urban areas, it
should take into account community social and cultural needs. Many state
highways within urban areas should be should be designed as an urban
"mainstreet."
The SHA has made progress in striping bike lanes. In 2002, there were only 8
miles of bike lanes were striped. Now there are 680 miles of striped bike lanes
in Maryland.
The SHA administers a federally-funded transportation enhancement program which
currently has an $8 million annual budget. Under this program, these funds may
not be used for highways and 50% of the funding is used for bicycle facility
enhancements. In the past, much of these funds have been used for the Allegheny
Trail; the Western Maryland Trail, the Capital Crescent Trail, the Rockville
Millineum Trail and now the Mathew-Henson Trail. In order to extend the program
to have its maximum impact, the SHA requires that local jurisdictions provide
50 percent of the funds for all covered projects. It was not clear how this
program relates to the "Mainstreet" program mentioned above. Also,
the program was described as a "reimbursable" program but I was not
clear about which projects were "reimbursable" and to what extent
local jurisdictions had to pay back monies. Applications for participation in
this program are due my March 1, 2007. More information about the program can

There is a ADA Retrofit Program that is currently funded at $3 million/year.
The SHA recently inventoried state highway intersections and sidewalks along
state highways. The inventory showed that 99 percent of those facilities did
not comply with the recently upgraded ADA requirements. The SHA choose to grade
itself against the newer er requirements rather than the requirements when the
facilities were built. The SHA wants to know what needs to be done to bring all
of its facilities up to the newer ADA requirements. In determining compliance
with ADA requirements, the SHA considers such things as grade, missing sections
of sidewalks, obstructions in sidewalks (utility poles, etc.), crosswalks in
intersections, and whether or not the pedestrian signal lights are audible.
The SHA has a new pedestrian/bicycle coordinator for district 3 which includes
Montgomery and Prince Georges Counties. Her name is Felecia Baker, e-mail: fbaker@...; phone: (301)
513-7424. She is located in the Greenbelt office (9300 Kenilworth Avenue) Andy Clarke from the
League of American Bicyclists spoke about the "Bicycle Friendly
Community" awards program that LAB administers. He said that LAB is
learning by experience how to administer the program and how it can be of help
to bicyclists. The program seeks to provide benchmarks, guidance and
incentives. Using benchmarks, communities can determine how well they compare
with other bicycle-friendly communities. Some cities, such as Chicago have
sought guidance to reach the next higher level of recognition. Chicago actually
installed 10,000 bicycle racks and improve its trail system to become more
bicycle friendly. Requirements have been upgraded in recent years for all

Michael Jackson stated that the "Implementation Progress Report" for
the 2002 Maryland Bicycle and Pedestrian Access Master Plan is now available.
The report was prepared for the Maryland Department of Transportation by
Cambridge Systematics, Inc. and Toole Design Group, LLC. I will bring a copy to
the next McBAG meeting scheduled for Thursday, February 15, 2007. Everyone is
welcomed to attend.
McBAG meetings are held from 6:30 - 8:30 PM in the Montgomery County Executive
Office Building (EOB), 101 Monroe Street, Rockville, Maryland, 10th floor large
conference room.

Jon Cardin, probably more than any other Maryland elected official, has
hands-on knowledge of the hurdles bicycle commuters face.
Cardin rode a bike
daily from Mount Washington to downtown Baltimore as a University of Maryland
law student. Today, he still rides regularly from his Timonium home to
his law office in Baltimore. He's even ridden from Timonium to the state
capitol. "I've timed it," Cardin said. "Just under two
hours."
Friday at the Miller
Senate Office Building in Annapolis, Cardin embraced the 10th Annual Maryland
Bicycle and Pedestrian Symposium, sponsored by One Less Car, a statewide
pro-pedaling, pro-walking advocacy organization. Each year, One Less Car brings
together commuter and recreational cycling, walking and hiking groups, plus environmental,
smart-growth and alternative transportation
activists for a day of exchange and lobbying with various Maryland department
officials, state delegate and senators.
Organizations such as
the Baltimore Bicycling Club, the Ellicott City-based Mid-Maryland Triathlon
Club, the Oxon Hill Bicycle and Trail Club, as well as daily commuters like
Greg Cantori from Pasadena in Anne Arundel County and Stephen Franzoni of
Joppatowne in Harford County shared experiences, hopes and plans for more
bike-friendly roads.
"The biggest
thing is it is a chance for us [the bicycling and pedestrian advocates] to get
together and network and see what everyone is doing and come up with new
ideas," said Bill Kelly, 67. He lives in Howard County now, but is from
College Park and is chairman of the College Park Area Bicycle Coalition.
Cardin, chairman of
the Bicycle and Pedestrian Caucus, said he is working on two bills designed to
promote bicycling safety.
The first bill would
require automobile drivers to yield to a bicyclist in a bike lane, and would
permit drivers to only pass a cyclist if it can be done without
endangering the cyclist. The second bill would increase the fines and length of
license suspensions of drivers who fail to yield to cyclists and thereby cause
bodily harm or death in a crash.
The symposium, the
advocacy work, the legislation and the additional bike lanes are "about
changing the consciousness of the American driver," Cardin said. He
presented One Less Car's friendly legislator of the year award to Baltimore
Del. Maggie McIntosh, chair of the House Environmental Matters Committee.
"All these
people can share the road," Cardin said.
At the bike symposium I got a chance to talk with a lot of people and one person related that the motorist that killed Yoram was traveling 50+ mph on a 35 mph road and that Yoram might have been engaged in making a u-turn (supposedly he wanted to avoid making a left turn at an intersection (which is hard for a cyclists) so he turned right to u-turn at a safer distance from the intersection.)
The reported excessive
speed of the driver is a great concern to me, if anyone can verify any of this detail or has contact info of someone who might be able to confirm the info. I will note that my interest has to do with the fact that MHSO has expressed that they are considering a bicycle safety education program and I feel something similar to what they are doing in the UK would be good to do here as well.
Bicyclists using the roadway may be harassed by some motorists who feel that in all cases bicyclists should be on the adjacent path.- AASHTO guide for the

Hi Bike/Ped Folks, We just finished our 10th Annual Successful Bike/Ped
Symposium in Annapolis on Friday Feb 9, 2007. Many of you attended and many
more were unable to attend so we would like you know what you missed. This
Symposium is untaken with great efforts from/by Jim and Jane Hudnall, Oxon
Hill Bicycle &Trail Club and OLC. For the past nine years the Symposium was
always held on the first Wednesday in February, many asked why we changed
to Friday and this year at the request of the Bicycle Advisory Committee it
was changed to Friday to accommodate their Annual Annapolis Meeting, but to
our frustration they did not meet at the Symposium, but across town. Several
MBPAC members did show up in the afternoon-Richard Cushwa-Jim Titus-David
Whitaker-Sgt. Janet Harrison-Jim Swift-Dave Dionne(6 out of 21) Many of the
attendees and elected officials were asking about the MBPAC. Sec. John
Porcari(Newly Appointed Sec. of Trans-MDOT) was there early about 8:00AM
and spent over an hour talking with and answering questions about Bike/Ped
Travel in Md. All were very excited about John returning to MDOT and
carrying on the great Bike/Ped Policies from the Gov. Glendening
Administration. There were over 20 Displayers from around the State with
many great handouts and info on local projects. St. Mary's Co. was
displaying their Three Notch Trail., Frank Stevens from Bowie(The Best
Bicycle City) had an outstanding displays of the Bowie's very progressive
Bike/Ped Advancements. Barbara Kliefort from WABA /Met Branch Trail,,Adam
Schwartz UofM/ Cooperative Bike Extension, Fred Shaffer MNCPPC had a very
nice update on Prince George's Co. Inventory of past Bike/Ped Completions
and Plans in works. Glen Harrison from WABA was there with the Washington DC
Regions Plans/Displays and accomplishments and Eric Gilliland from WABA was
answering questions and working with Andy Clarke from LAB on a joint Panel
on Bicycle Friendly Communities & Complete Streets. Baltimore Bicycling
Club-BBC, Oxon Hill Bicycle & Trail Club-OHBTC, College Park Area Bicycle
Coalition-CPABC and many more groups had very informative displays. You
didn't have time to see all of them. Too much good conversation.
About Mid-Morning a Legislative Award Program started with awards going to
newly elected Sen. Jim Rosapepe((A long Time Bike/Ped Legislator) and
Del.Maggie McIntosh, Chair of the Environmental Maters Committee. Next came
a wonderful talk by Doug Simmons Assistant Administrator of SHA on the
ongoing accomplish- ments of SHA on Bike/Ped Projects. Doug talked about the
new State of Md. Bike Map and the mark-up copy that Harvey Muller had
brought along to display and asked for comments. The best part of the map
was the On-Road-Signed Bikeways(In Kelly Green to Go) on the map that
started out to be 100 miles and when all calculated came close to 500 miles.
About five years ago there were only 8 miles of Signed-Marked Bikeways in
Md. Doug Simmons and SHA received a large round of applause for this
monumental achievement. Doug reconfirmed SHA's commitment to make all new
roads and reconstructed roads Bike/Ped/ADA Compliant. He stated how
important it was that STATE LAW was changed by the advocacy groups to allow
State Highways Funds be used in Non Motorized Travel. Doug talk was most
refreshing as he talked on about mass transportation, connecting Bike
Route/Trails to stations/schools/workcenters.-Safe Route to Schools and
using Fed Funds and TEALOU Funds along with Trans Funds to make Md. More
Bike/Ped Friendly. He introduced Felicia Baker the new Bike/Ped Person at
SHA Dist. #3 which handles all of Prince George's and Montgomery Counties.
So far Dist. #3 is the only SHA District with a Bike/Ped Person on board.
We are hoping that all seven SHA Dist. Will get a Bike/Ped Person to assist
Harvey Muller. Doug Simmons stayed on for over an hour after his talk to
talk with and answer questions from the audience. There were so many talks
and conversations/Displays going on that folks had to move between groups
to keep up. During this time many left the Symposium Room to talk with their
Senators/Delegates from their Home Districts. While Jim Hudnall and I were
walking the halls of the Miller Senate Office Bldg. we encountered Neil
Pedersen, Administrator of SHA and had a nice chat. He asked us how the
Symposium was going and said he would try to stop by to visit. We told him
about Doug Simmons talk and he reconfirmed SHA Commitment to make Md. More
Bike Friendly. We thanked for his good Bike/Ped work at SHA and left him
with a Kelly Green Bicycle on his lapel. OLC supplied pizza for lunch so we
didn't have to go out to eat and miss valuable time at the Symposium and it
was gone in a flash. The Md. Legilative Bike/Ped Caucus under the able
leadership of Chair Del. Jon Cardin met in the hallway during this time with
6 to 8 Caucus members to discuss the impending Bike/Ped Bills.
We found out that the word "CAUCUS" is an Algonquian Indian word that means
when the"Big Chiefs Meet to Discuss Important Matters". This terminology
certainly extends to our Legislative Bike/Ped Caucus. We believe there are
very few if any Bike/Ped Caucus across the county and our Md one is great.
The Caucus discussed HB 173\Bike Safety Bill and were in support of the
concept.
Later on in the afternoon Dave Dionne-Anne Arundel Co. Greenways introduced
Terry Maxwell from the RecTrails Program and Mary Keller Transportaion
Enhancement Program at SHA. Terry Maxwell talked about the $1 Million
Dollars which is available each from SHA to do small trails enhancement
$15,00- to $30,000 per project to improve safety and access to mostly
non-auto travel. We talked about using Rec Trails Fund to do our CPABC Mid
Md. Bike Map Printing costs. Mary Keller talked about enhancement funds of
larger dollar worth of the $800,000 to $1 Million range for bigger projects
from SHA sharing Fed Funds. The overall idea was that there was funds
available to do many non-auto transportation out there and once again to
make Md. More Bike/Ped Friendly. Shortly after these talks the crowd
starting tinning out as it was Friday afternoon and it was Friday get-away.
Everyone was very pleased with the whole Symposium and were only
disappointed that they could not talk with everyone there because there were
too many people to see and not enough time to not to visit with everyone.

Is the governor expected to attend? If so, he has a busy day tomorrow. He's scheduled to be at U of MD University College for an investiture <sp?> ceremony for the new university president.
