You can access the NCAA's major infractions database here:
https://goomer.ncaa.org/wdbctx/lsdbi/LSDBI.lsdbi_menu.homepage
The page contains frames, and in the frame at the left there is a
link named "Major Infractions". You will be presented with a web
form, and just enter "MISSOURI-COLUMBIA" in the Institution box and
click on the "Go Search" button. It will list all of infractions that
Missouri has in the database. You can select any or all of them, and
then click on the "Get Selected Cases" button. If you only select the
one from 11 November 2004, you will get the report for their current
infraction. This is just the brief report, so if you want to see the
full infractions report, just click on "View Public Report" to get
the details.
Hope that helps. You might want to bookmark the link to the
Legislative Services Database for future reference.
