Utah is winning their conference (they actually have already clinched
the Mountain West Conference) and Texas is not. To be in a BCS bowl
you have to either, a) win your conference or b) finish top 2 in the
BCS. If you're in a non-BCS conference, you have to be top 6 in the
BCS in order to get one of the at-large BCS bowl spots.

Can anyone explain why a #6 Utah team would get an automatic entry but a #5 Texas would not? I understand there are 2 at large teams but if Cal is #4 and Texas...

That's how they set the rules up, presumably to guarantee access for a good enough non-BCS school. Technically, Utah gets in ahead of both Cal and Texas...
