That's how they set the rules up, presumably to guarantee access for a good
enough non-BCS school. Technically, Utah gets in ahead of both Cal and
Texas because their guarantee comes first.
Remember that the bowl system is not about rewarding deserving teams. It's
about rewarding the organizations that put on the games. They want the best
matchup for their game, and that is not measured by the quality of the team,
but by how many folks will come and how many will watch on TV.

Can anyone explain why a #6 Utah team would get an automatic entry
but a #5 Texas would not? I understand there are 2 at large teams
but if Cal is #4 and Texas #5 why would the #6 Utah get ahead of a
#5 Texas?
