Not exactly. Each school arranges for its own licensing
deals. Many choose CLC. A number of others do not.

CLC represents just four Pac-10 schools. They don't license
for USC, UCLA, Cal, ASU, Oregon, or Oregon State.

Nor is Notre Damed listed among the top sellers. Until
recently they ran their own licensing program. I'm guessing
merchadise sold under their previously arranged deals are
not included in the CLC rankings: http://tinyurl.com/bx6l8
It would be impossible for them to consistantly be ranked
as college football's most popular team and not make the
Top 50 in collegiate merchandise royalties if all the data
was included.
