Here is another clip of Baer fighting Tony Galento in 1940. You can
see galento making a few attempts at backhanded blows that miss...not
a peep outta the ref so we can assume that up until at least 1940
there was no rule against them.

You'll see that Galento has a pretty unique style....did he really
almost beat Joe Louis at some point?
