Hardly. Or "trreatise" has undergone a radical change in meaning.
You want something short and simple, it ain't there or possible because so
many issues over about 400 years have to be boiled down in order to accommodate
all the fencing-fu swashbuckling fads out there. I note with interest
confirmation of this by implication--the substantive basis for my draft hasn't
gotten a single peep out of anybody.
