they mean by 'breach of rules' has something to do with Ken Bates

Charlton fail in pitch complaint


Charlton have failed in their bid to secure a replay of their 4-1
defeat to Chelsea on a heavily sanded Stamford Bridge pitch.
The FA Premier League have rejected the Addicks' complaint that the
pitch constituted an artificial surface within the meaning of League
rules.

But Chelsea were found to be in breach of rules governing conduct
between clubs.
