There are 2 basic solutions to this problem. Either you change the official
to someone who understands cycling and traffic, or you change the
understanding of the present official. The latter is probably easier.



Several years ago, all of the local police bicycle squad were presented with
the advanced bicycle traffic training course with the one proviso that they
and their bikes could not be recognised as police or police bikes. They
were riding city streets the same as every other cyclist. It gave each of
them a much better understanding of bicyclist's concerns.



Arrange a similar set of bicycling traffic lessons for anyone who makes
cycling decisions. Medical decisions must be made by qualified persons;
legal decisions must be made by qualified persons; cycling decisions should
only be made by qualified (knowledgeable) persons.
