A pedestrian has much more maneuverability than a
person astride their bike, so I'm not following your point
here.

John Schubert description of the ped left turn is correct.
Too many people call a road-sneak rushed left turn
in front of motor vehicles, starting from the far right very near
the intersection, a pedestrian left turn. It is not. It is unsafe.

Safe ped left turns really are _ped_ left turns, as John
described.

This sounds like a reason too throw the book at the person
who hit this pedestrian (if the bicyclists was acting in correct
pedestrian manner) - not a reason to water down the
description of what is involved in a pedestrian left turn by a
bicyclist.
