Motorcycle headlight modulators cycle between high and low beams, not
between on and off. The modulation feature is disabled at night so there's
never a period of darkness ahead. Most bicycle headlight blinkies I've
noticed have a simple 50% duty cycle (at whatever Hz) so an oncoming driver
is interpolating the cyclist's position half the time.
