If I understand Oklahoma law right, flashing lights are limited to use on
police and fire vehicles, or road maintenance vehicles like snowplows.
Still, I use flashing rear lights, one red and one amber, because our eyes
are better at detecting movement in low light rather than discerning shapes.
I've tried using a front flashing light too, but I don't think it makes much
difference.
