In NC it says,

"Lamps on Bicycles. - Every bicycle shall be equipped with a lighted
lamp on the front thereof, visible under normal atmospheric conditions
from a distance of at least 300 feet in front of such bicycle, and shall

red light visible under like conditions from a distance of at least 200

Being seen is the requirement, not seeing other things, so a blinking
light would satisfy the requirement. I also do not know of any statute
which prohibits blinking lights, although I'm sure there must be one
prohibiting impersonating an emergency vehicle.
