Your example is not a shift in paradigm; it is a comparison of apples
and oranges.
While I will not dispute the lack of logic prompting jurisdictions to
disallow bicyclists the ability to operate two abreast, your
contention that such is comparable to two or three individuals riding
side-by-side within the confines of a single motor vehicle is
specious. There is no law — at least none of which I am aware —
prohibiting anyone from operating a bicycle taxi capable of
accommodating two to three passengers, side-by-side.
The prohibition at play concerns two individual cyclists operating two
separate vehicles side-by-side within the same traffic lane. It makes
little difference if those two vehicles constitute a width less than
or equal to a single, enclosed motor vehicle.
