I know a lot of folks are interested in building fixed gear bikes for
winter training. The one listed below (from Craig's List) would appear
to be an excellent candidate for those who are height-challenged.

51cm Francesco Moser Vintage Italian Bike- Campagnolo- MINT! - $450

Excellent vintage Italian racing bike from '78 to '83 (I'm not sure). I don't
want to sell it, but it needs a home! I bought it for a friend, but it ended up
being out of their price range. Red/white Columbus steel frame with chrome
fork. 51cm top tube. 74cm (29.25")standover height.
Components include:
Campagnolo 6 speed shifters, derailleurs and brake levers.
Gipiemme Sprint cranks, pedals, pedals, hubs, headset, brakes & seatpost.
Mavic SUP 700c/32hole rims- blue anodized.
Specialized tires.
Moser dropouts, stem, & toestraps.
Cateye Vectra computer.
Silca frame pump.
Apart from the computer, rims, and tires this bike is 99.9% Italian! It looks
nearly new; even the brake pads are original Gipiemme! Oh, the brake hoods
aren't original (A'ME). Let me know if you have any questions.
