I visited Sandy Point (near Annapolis) and found the wind gusty but
do-able. The best spot so far that is local to DC is Chesapeake
Beach. There are enough shallows to wade out, set up, launch without
worrying about nailing someone with the kite. The wind blows at a 45
degree angle to the beach, so you can make it back to the shoreline
without a big swim.
