For an on the water windsurfer rental in Maryland, you will be making the hike to Gunpowder.  Thru the Harbor Tunnel, it's only about 40 minutes.  Hal Ashburton at Ultimate Watersports there has the only on the water location in the state.  The local shop in Annapolis rents gear all right but is located in the very sailable Festival at Riva Road shopping center.  Just follow the roof racks.
