Guys, the scrimmage for this saturdays is replaced for a team practice from 10am to 11:30 am.

The issue in the question referenced below is not really about what defines a tackle. It is about what makes a ball playable or unplayable when the ball carrier goes to ground. The player in the referenced letter impeded an opponent from playing the ball by not taking one of the three actions in Law 14.
14.1 PLAYER ON THE GROUND
The player must immediately do one of three things:
Get up with the ball, or
Pass the ball, or
Release the ball.
In the referenced letter, the ball carrier did not act immediately, and the author of the letter assumed a privilege not granted under the Law to "make a play when he felt like it." The ball carrier must act immediately, and has no inherent right to place the ball backward.
The defender (Blue) brought the ball carrier (Red) to the ground. No tackle has formed as quoted below. Blue is in a lawful position and attempts to play the ball. Red must release immediately. Failure to do so is impeding a player on his feet from playing the ball, penalty ensues for making the ball unplayable. Player on his feet with hands on the ball trumps most situations, all other laws having been followed.
Fellow may say, "Ref, that dude didn't come through the gate." Ref says, "No tackle, no gate." Fellow just wasted his time thinking about somebody else's job and not his own. Now he's whining on the internet. Come on, boys.
Fellows, advice from a referee:
It is almost always in Blue's (defending) interests to stay on one's feet.
It is always in Red's (attacking) to consider continuity of play whilst advancing the ball.
It is always in either team's interest to consider Playing The Ball Quickly Under Control.
Don't quibble about gates and hands and such. Learn the Laws, and adapt to the referee during the match.
Keep your feet when you can while defending, and try to play the ball as quickly as possible. As quickly as possible.
If you are the ball carrier, make your decision about continuing possession before you accept contact, and work like the dickens to create your own space for making a clean link with your support. Make your decision about continuity before getting mucked up.

Law section 15.5(e) does not advocate a game of touch rugby. A tackled player is not required to hand the ball over to the nearest player who taps him or her on the shoulder and asks politely. Until further notice, that is his ball, and he has a right to put it into play in a manner that benefits his team if allowed by the Laws. However, these rights end when a player on his feet attempts "to play the ball." If a player is on his feet has a controlled grasp of the ball and is trying to pull it away so he can use it, the tackled player on the ground must not impede these actions.
Context. It is very difficult to achieve consistency among referees at all levels regarding the events at and surrounding the tackle because of the many dynamic yet subtle influences present. However, the issue of identifying when a tackled player is holding onto the ball in an impermissible manner is a small cog in a big wheel; and in many situations, the issue of whether the tackler is holding onto the ball may mask the initiating event (e.g. defensive player not releasing the tackled player, etc). If we as the referee are seeing multiple "holding on" offenses in a game, unless the player is clearly isolated in each case, we should be mindful that this may be a symptom and not the primary offense.
At the same time, the referee may have just seen it differently. We are all human with different vantage points so our perceptions of reality are rarely identical. The referee may have gotten it wrong or you may have been holding on. On any given day, there will likely be a difference of opinion regarding the validity of any given call. Without video, we'll never know who was right.
As part of facilitating the fastest, hardest game the players are willing and able to play, we must ensure there is a contest at the tackle. And much of this contest involves fair - not necessarily equal - access to the ball.
After all, you aren't required to hand the ball to the opposition: they have to take it.

Although the law was changed a few years ago, many players are still confused about what constitutes a tackler, and the ramifications if one is not a tackler.
The law states A tackle occurs when the ball carrier is held by one or more opponents and is brought to ground. Opposition players who hold the ball carrier and bring that player to ground, and who also go to ground, are known as tacklers. The confusion is with this latter portion. If the opposition player brings someone to ground and does not go to ground himself, HE IS NOT A TACKLER, and is not necessarily given rights to the ball. We are proud to announce that Matias Iriarte will be Baltimore-Chesapeake's new head coach for the 2008-2009 season. Matias has been the head coach at Johns Hopkins University for the past year. Matias has also served as an assistant with BC under Jim Bonner from 2005-2007. Matias has played mostly scrumhalf during his career, which brought him to Baltimore several years ago. Matias has played for CUBA (Club University of Buenos Aires), Baltimore-Chesapeake and Washington RFC.
Matias brings a wealth of rugby knowledge and experience to Baltimore. We are excited about the future and we are confident that Matias will guide the team in the right direction.

I am pleased to announce the addition of Matias Iriarte as Baltimore-Chesapeake's new head coach for the 2008-2009 season. Matias has been the head coach at Johns Hopkins University for the past year. Matias has also served as an assistant with BC under Jim Bonner from 2005-2007. Matias has played mostly scrumhalf during his career, which brought him to Baltimore several years ago. Matias has played for CUBA (Club University of Buenos Aires), Baltimore-Chesapeake and Washington RFC.
Matias brings a wealth of rugby knowledge and experience to Baltimore. We are excited about the future and we are confident that Matias will guide the team in the right direction.
