I think the important part of these past few postings on this
topic are that the public CAN be on those paths, as long as they do not “overly
impede” the normal flow of traffic.
With such a vague wording of the law, I sincerely doubt that a
law enforcement officer is going to bother ticketing them, unless they are being
belligerent as well.
I have a polite “ding ding” bell on my bike for the
average person, a clown horn (bulb style) for the others, and have considered
getting a canned air horn for the really annoying ones.
When I use the clown horn quickly, many times in a row, people
move pretty fast out of the way.
