The reality is bike paths are used by joggers, walkers and homeless. The
police are not going to enforce anything because it doesn't make sense to
ticket a person walking. The best approach is contact the DPW or the City
and get them to educate the people. I don't mind if there are other people
using the bike path as long as they understand the rules of the road and get
out of the way when a bike is approaching at high speed. 95% of the time
people move out of the way when I am riding down the bike path doing 20-24
mph. The only problem is when there is walker or jogger or even another
rider that has their IPod on and don't hear me screaming BIKE BIKE BIKE.
There are always problems with dogs; people get on the bike path with their
dog(s). Whenever I see a dog I slow down and shout out and the owner
controls the dog. In a prefect world Bike Paths would be exclusively for
bike but this is LA, the perfection is only in the movies and Botox clinics.

The Royal Oaks bike path in Duarte is labeled as a "multi use" path
even though it is on the maps as a class 1 bike path.
Riding this path is fine when the weather is cold or rainy but it is
just loaded with joggers and walkers when the weather is fair.
The two things that really bother me is the people who walk in groups
blocking the entire path and the people with their dogs on 30'
retractable leashes, you can never tell if you are going to run afoul of
the leashes or the dogs.

I ride on the street and let the pedestrians have the path, I'd rather
take my chances with the cars.
