For what it's worth, Kristofor says that LA is only responsible
for Ballona up to Lincoln Blvd. After that, he referred me to
Culver City:

I'd like to know the agency in charge, too - more so that I know whom we contact about cleaning up the path after storms, and, longer term, getting some lights...

The last contact I have for getting maintance done on the SGR trail is afuentes@.... I believe all the LA county bike trails are maintained by the LA...

I think you are referring to the gates West of Overland Blvd in Culver City. I think they installed them to herd the kids that use the pedestrian bridge there....
