On 11/09/03, IBRA prez R. Gilmore called the meeting to order at 2:04:51 PM
exactly.

Rick Paulos handed out the IBRA ROY awards. Congrats to all that
participated in Iowa events in 2003.

Treasurer's report (as of 11/9/03):

balance of $7367.75

Income from races: $3122

Income from USCF: $1940

Total Income $5062

Expenses (as of 11/9/03): $2272

Medal Report: New medals made, 101 sold last year leaving 399 on
hand. They are $3.00/medal. Contact Rick Paulos before your next event to
get these nice looking medals!

2004 IROY There may be a new award for 2004...Champion of Champions. This
would be the top rider averaging finishes from the State Championship
Events (roller race series, road race, time trial, crit and cyclocross). I
do not know if the rules are set in stone for exactly how this is going to
work, but it sounds cool...another medal or plaque for the wall!!!

There were no contract changes for USCF for 2004. However, IBRA will not
be reimbursed for NORBA riders (like we are being for USCF riders).

Mountain bike race promoters, take a good hard look at NORBA for
sanctioning. NORBA offers great insurance for both rider and
promoter. Give it a look before deciding against it.

IBRA fees. The current contract with USAC says we can mandate the
fee's. Ninety five percent of promoters pay IBRA fees. It is currently
$1.00/rider.

NEW IOWA OFFICIALS (I appologize if I spell names incorrectly)...Lee
Venteicher, Josh Tack, Josh Lukins, Keith Wells, Tammie Hutchins and John
Fletcher. Congrats to you six individuals. Have fun working the races!!!

Officials Clinic...there may be (or have already been) a Cat 3 level clinic
sometime this winter. I am only receiving some bikeiowa messages so I do
not know if this has already occurred.

RACE PERMITS/PAPERWORK..all race permit paperwork will now be sent to Rick
Paulos instead of the USAC Vacuum. NOTE TO PROMOTERS: Make sure you have
a chief referee to sign the race permit first. The chief referee will send
the info to Rick. Rick DOES NOT get the other officials if you need them.

Registration/Renewals/Updates/Info Changes are now available on USAC's
website (usacycling.org) (THANK GOD)

USCF rule changes...Cash can be made available to Cat 5/Citizen
categories. I am now going to downgrade to Cat 5. See all of you at the
races!!!!

Looks like it will certainly be a BRRR ride on the 7th, and don't forget
the new venue for the roller race on the 22nd in Iowa City.
