This is very true. Many of the schools in PA, however have switched to rally scoring to 25 a few years ago. I believe some are also working in the libero... as far as the "athletic" handling rules, they let just about everything go in HS, IMHO.

college, FIVB, and high school that persisted for so long.
At one point the average person could watch the women's national team
play rally to 25 on Sunday, see sideout scoring to 15 in a high school
match on Tuesday and watch a college match with rally scoring to 30 on
Friday.
Not everything has to be totally consistent (12 subs is a good example
of a difference that makes sense), but the rules should be regularized
as much as possible.
