These propositions come from the NCAA coaches. My guess is that they want to see the rules become closer to each other.
No, they can't leave the rules alone. How else would they be able to make money off their rule books and support PAVO?
For current referees that work both USAV & NCAA, the scoring change will be welcomed. I am not so sure about the proposed ball handling.
From what I've seen, the more experienced DI & DII coaches and most of the DIII coaches will reject this directive because of their traditional way of thinking how a setter should be setting. The current FIVB and NCAA Men's view is that if a player makes a spectacular running play to set the ball, let it go. I have seen coaches who want to call every miniscule mishandle because they want an advantage with the idea that they technically trained their setter better than an athletic setter who can make a seemingly impossible play. A lot of these misconceptions about ball handling also result from "automatic" calls by the referees with body/foot position. If you are looking at the feet/body, then you are making assumptions about the hands (while you are not looking at them).
The only rule change I would have like to seen is that ALL sites hosting the NCAA playoffs be required to have enough room for the pursuit rule. It seems unfair to be able to play with this rule the whole year and then go into a facility that does not allow it.
