Actually, it may not "educate" per se but it MIGHT HELP under certain
conditions; something Kimberly says below helps explain in a moment:

It's not commercially available. There ARE companies interested in
marketing it but the makers of the vest aren't yet sure they want to
market it given the time investment involved. They use it mostly as an
educational tool in their local cycling education efforts.

And there's where the vest might help with overtaking maneuvers; you
can see right away on approach EXACTLY how fast that cyclist is going
relative to you.

I think it is a justified claim. Drivers are often unaware of cyclists' speeds, this tells them and makes them think at exactly the moment that could change...

... First off, that's not the way the company makes the claim. Second off, unless and until either cars are capped down in speed to 30 MPH or regular cyclists...

Rather than display the bicycle operator's speed on the back, connect it to a radar gun device and display the closure speed of the overtaking or approaching...
