I read that story and first thought was a chuckle. "So some loser
stealing bikes has his own stolen. That's karma" Then I read the
story. Look, I know the AP only suggests headlines and they do have
print, but maybe putting prevention before plan or at least tacking on
an anti- to theft would have clarified it.
